Canada's Preparation for and Response to COVID-19

A project to evaluate Canada’s preparedness and response to the COVID-19 virus. In particular, Dr. Wilson wants to know how well Canada has complied with the International Health Regulations. These Regulations represent an agreement between 196 countries to work together on global health security. The regulations were developed based on the European response to cholera in the 19th century, but were expanded and updated in 2005 in response to SARS. The signatories have agreed to build their capacity to detect, assess, and report on public health events.

From Principles to Practice: Human Rights and Public Health Emergencies

The Petrie-Flom Center for Health Law, Policy, Biotechnology and Bioethics, together with the Global Health Law Consortium, the International Commission of Jurists, and the University of Ottawa Center for Health Law, Policy and Ethics, are thrilled to launch a digital symposium on the 2023 Principles and Guidelines on Human Rights and Public Health Emergencies (the Principles). Featuring guest editors Timothy Fish Hodgson, Roojin Habibi, and Alicia Ely Yamin, this Symposium gathers critique and reflections from leading scholars, activists, jurists and others from around the world on the contribution of the Principles in clarifying legal imperatives for rights-based approaches to public health emergency prevention, preparedness, and response.

Public health has increasingly cast the net wider. The field has moved on from a hygiene perspective and infectious and occupational disease base (where it was born in the 19th century) to a concern for unhealthy lifestyles post-WWII, and more recently to the uneven distribution of health and its (re)sources. There is a growing recognition of the extent to which the public health community writ large needs to better understand government and move beyond what has traditionally been a certain naiveté about politics and the process of policy making. This series will thus be a powerful tool to build bridges between political science, international relations and public health.

Vaccine Passports – Legal and Policy Issues

COVID-19 vaccine passports/certificates are being deployed in different contexts across the world. But uncertainty about the ethics and legality of their use continues to vex the public and policy makers, with Canada as no exception. This project aims to investigate and advise on legal and policy issues around vaccine passports' rationale and design, the government's proper role in regulating them, and persistent concerns over privacy, equity, liberty, and coercion.

Canada's Preparation for and Response to COVID-19

Le projet consiste à évaluer l’état de préparation et la réponse du Canada face au virus COVID-19. Plus particulièrement, le Dr Wilson veut savoir dans quelle mesure le Canada s’est conformé au Règlement sanitaire international. Le Règlement sanitaire international est un accord signé par 196 pays qui s’engagent à collaborer au profit de la sécurité sanitaire mondiale. Le Règlement a été élaboré en tenant compte de la réponse européenne au choléra au 19e siècle, et a été étendu et actualisé en 2005 en réponse au SRAS. Les signataires ont convenu de renforcer leur capacité à détecter, évaluer et signaler les événements de santé publique.

La santé publique a de plus en plus élargi le champ d'action. Le domaine est passé d'une perspective d'hygiène et de maladies infectieuses et professionnelles (où il est né au 19e siècle) à une préoccupation pour les modes de vie malsains après la Seconde Guerre mondiale, et plus récemment à la distribution inégale de la santé et de ses (re)sources. On reconnaît de plus en plus à quel point la communauté de la santé publique doit mieux comprendre le gouvernement et dépasser ce qui a toujours été une certaine naïveté à l'égard de la politique et du processus d'élaboration des politiques. Cette série sera donc un outil puissant pour jeter des ponts entre la science politique, les relations internationales et la santé publique.

Les passeports/certificats de vaccin COVID-19 sont déployés dans différents contextes à travers le monde. Mais l'incertitude quant à l'éthique et à la légalité de leur utilisation continue de perturber le public et les décideurs, le Canada ne faisant pas exception. Ce projet a pour but d'enquêter et de donner des conseils sur les questions juridiques et politiques concernant la raison d'être et la conception des passeports vaccinaux, le rôle approprié du gouvernement dans leur réglementation, et les préoccupations persistantes concernant la vie privée, l'équité, la liberté, et la coercition.
